Combat Veteran Enduring Freedom

Lieutenant Colonel  US Army-DOD 10/1984 –07/2005

Multiple locations-US, Europe, Asia, Middle East, Southwest Asia (Afghanistan)

 

Managed Senior Military Officers from 44 Countries as Chief of the Humanitarian Assistance Working Group at Central Command, Tampa, FL, and Afghanistan.

Valuable hands on experience as it pertains to efforts to construct housing, schools, roads and bridges, and wells for the people of Afghanistan.

Worked with USAID on $300,000,000.00 construction projects.

Coordinated and supervised assessment teams. Drafted Memorandum of Understanding with UN and USAID to provide support for humanitarian assistance efforts in Afghanistan. Coordinated delivery of 135 tons of humanitarian assistance to people of Afghanistan. Coordinated delivery of 150 tons of equipment for Afghan National Army. Worked with Army Corps of Engineers and EMERCOM (Russian equivalent to Army Corps of Engineers) assets to to complete construction projects in Afghanistan. In support of Operation ENDURING FREEDOM, was tasked with providing contracting authority for operation and maintenance funds for humanitarian assistance efforts in Afghanistan. Targeted assessments for expending DOD funds for schools, roads and bridges, hospitals, wells, and other construction projects in Afghanistan. Provided fiscal law opinions to soldiers in theater.

Provided expert opinion on US Government and commercial contracting expertise. As a member of US Army Judge Advocate General’s Corps was tasked to review and advise on contracts between the US Army and contractors providing goods and services. Served for 6 years in a unit specifically involved with government contracting. Received numerous awards for saving the government money and resolving complex contract issues. Received advanced training in government contracting at US Army Judge Advocate General’ School in Charlottesville, VA.

Member of the Army Judge Advocate General’s Corps and Civil Affairs Command. Represented soldiers in criminal appeals, administrative and personnel matters, and government contract reviews.

Provided legal advice and guidance to commanders globally on laws of warfare, Geneva and Hague Convention requirements. Performed combat activities as assigned in Afghanistan in support of Operation ENDURING FREEDOM. Served as Chief of the Humanitarian Assistance Coordination Cell and Chief of the Humanitarian Assistance Working Group at Afghanistan and CENTCOM. Worked with Senior Officers from 44 countries. Ensured cooperative efforts of OGA’s, foreign military services, and other US military services to complete mission. Senior Military Prosecutor and Defense Counsel and Training Officer for various military units

Consistently recognized by Commanding Officers for superior leadership, self-motivation, intellectual abilities and legal expertise. Acknowledged by fellow soldiers for fair treatment, sharing diversity vision and practicing 0pen door policy. Developed and implemented new programs, which improved quality and efficiency of providing legal services to a large number of soldiers and Commanders that previously, were under-represented. Consistently received superior performance evaluations by Senior Officers requesting that I serve with them in future combat operations. Considered a knowledgeable primary point of contact regarding conflict resolution. Continually completed projects meeting deadline requirements. Always surpassed organizational expectations regarding training and operational objectives. Maintain a superior professional appearance and attitude in fast-paced, multi faceted, demanding environments. Dedicated; conscientious; likable; determined; and motivated to advance. Surpassed established standards for self and motivated others to set high standards.
